There are two sides to any infrastructure budget: the money to build and the money to maintain.
According to my friend Denny, who just took this photo, East Peoria may be overlooking that second pot of money when it comes to a city-owned trail destined to be turned over to the Fondulac Park District.
Again, according to Denny, “The grocery cart in the tunnel has been there at least two weeks, so I’m pretty sure they don’t have an ongoing maintenance plan.”
By the way, the flooded tunnel isn’t for drainage; according to the park district, it was installed specifically to carry bicycle and pedestrian traffic under
Washington Street. the railroad at the corner of North Main and Camp streets.
